Astghine Pasoyan

Astghine Pasoyan is an expert in EE, a skilled project manager, trainer and policy ad­vocate in CEE & CIS energy efficiency field with over twenty years of experience. Over the past decade Mrs. Pasoyan has managed energy ef­ficiency (EE) planning and legal reform efforts, market assessment and identification of poten­tial for promotion of energy conservation and ef­ficiency in various sectors of economy, manag­ing capacity building, development of financing schemes for building EE investments, analysis of climate change mitigation potential and in­vestment climate for EE and renewable energy in many countries in transition, building energy certification and labelling policy, advocacy on EE in residential and public buildings, national and municipal energy planning, and public outreach.

Ms. Pasoyan has acted as principle author for a number of research papers on EE laws and reg­ulations, urban heating and renewable energy, review of 13 country condominium laws, in­ternational experience in EE financing, build­ing energy certification and labelling regula­tions, low-income EE financing schemes. She also managed legal reform and lobbying of heat­ing, EE and renewable energy laws in Armenia, Moldova Ukraine and Kazakhstan, National EE Strategy in Macedonia and National EE Action Plans in most of the West Balkan countries, Ukraine and Moldova, urban heating policy re­views for most SEE & CIS countries.
