The Heinrich Boell Stiftung/Foundation (hbs) is a Green think tank and an international policy network. It is part of the Green political movement that has developed worldwide as a response to the traditional politics of socialism, liberalism, and conservatism.
As a think tank for green visions and projects, we are part of an international network encompassing over 100 partner projects in approximately 60 countries.
The South Caucasus Regional Office of the hbs was established in 2003 in Tbilisi, Georgia. The main goal of the Foundation is to contribute to the democratization process of Georgia, Armenia, and Azerbaijan.
We promote gender equality, democracy and human rights, social and environmental justice. In line with the hbs guiding values, we support initiatives which form and strengthen an inclusive political culture that opens room for public participation in democratic development, socio-ecological transformation, and gender democracy. We are part of the global civil society and support local grass-root initiatives that strive for building participatory and just societies.
The Heinrich Boell Foundation Tbilisi Office - South Caucasus Region announces a call for proposals for small-scale projects implemented in Georgia in 2022. We will support initiatives in the following program directions:
- Democratic Political Culture and Civil Society;
- Monitoring, Participating in and Influencing Environmental, Energy, and Urban Politics;
- Gender Democracy.
Within the framework of the “Democratic Political Culture and Civil Society” program direction, the Foundation will give priority to proposals that are focused on the regions of Georgia and support civic activities and/or political education in the following directions:
- Innovative initiatives that support inclusive political culture and ensure societal participation in discussions about Georgia’s democratic development;
- Promoting discussions on the causes and consequences of the polarization of Georgian politics and society;
- Initiatives that support the interests of marginalized/diverse societal groups on the political agenda and empower these groups;
- Promoting new ways (including artistic forms, such as exhibitions, films, etc.) of public participation in discussing and addressing local/regional political and societal issues in different regions of Georgia;
- Research, translations, workshops, and other activities related to green political education;
Within the framework of the topic “Monitoring, Participating in and Influencing Environmental, Energy and Urban Politics,” the Foundation will give priority to proposals which promote and encourage civic activities and/or political education in the following directions:
- Campaigns and activities (e.g. discussions, research, publications, round tables) promoting or advocating for water, soil, and air protection;
- Public participation in the political or policy processes leading to decisions which may have an impact on the environment;
- Monitoring and participation in the processes related to the implementation of the obligations under the Paris Agreement, EU Association Agreement (in the areas of environmental protection & energy), and European Green Deal;
- Activities that promote the diversification of energy sources and transparency of the energy sector;
- Promoting green approaches, policies, and participatory visions for the city;
- Humanitarian, economic, social, and gender aspects of urban development;
- Activities promoting discussions and knowledge about the interconnections of gender, environment, and sustainable development;
The Foundation will give priority to proposals within the topic of “Gender Democracy” that promote and encourage civic activities and/or political education in the following directions:
- Supporting feminist initiatives, educational and cultural events from the regions aiming to influence the social and political agenda of gender equality;
- Supporting research/initiatives/events/publications aiming to diversify, broaden and enrich feminist/queer agenda and activities;
- Supporting activities scrutinizing gender aspects of socio-economic development, with a focus on care politics and the care economy.
Procedures and rules of application to the Foundation for its support:
- The project proposal (according to the Foundation application form attached to this call) should not exceed ten pages and should be submitted in Georgian or English. It should reflect and cover the applicant’s (organization, initiative group) experience, aims (not more than one page), the problem, and the ways of project implementation (including detailed budget calculations – see the budget form attached). It is necessary to indicate one of the thematic fields of the Call for Proposals on the title page of the project proposal, the title of the project/initiative, the projected budget, and the applicant’s requisites:
- In the case of an organization – its official name, legal status, registration number, and the date of its foundation as well as CVs of the project team;
- In the case of an initiative group, the title page should contain the name of the initiative group, its mission statement, and members’ CVs attached to the project proposal.
- Project proposals must be sent to info@ge.boell.org by Friday, December 10, 18:00, 2021, indicating “Project Proposal for 2022” in the subject line. In case of questions concerning the application, thematic directions, or budget planning, the applicant organization shall use the same e-mail address for communication with the Foundation.
If the project is implemented in cooperation with other organizations, it should indicate the necessity and the reason for such partnership, the previous experience of cooperation with the partner, the roles of each party/donor of the project, and the corresponding budget distribution between partners.
- The project budget must be calculated and presented in Georgian Lari - max. 20,000 GEL. The project has to be completed in 2022.
Only short-listed applicants will be informed about the results of the competition by January 31, 2022. Restrictions:
The Foundation gives priority to the cooperation with organizations and initiative groups who share green political values.
The applicants must not be involved in any commercial activities.
The Foundation does not support or make any financial contribution to:
- Large purchases (property, infrastructure, technological equipment);
- State institutions, political parties and programs.
