This project will investigate the influence parties have on informal institution in Georgian administrative structures. A favorable environment for domination of informal institutions exists in young democracies undergoing a phase of transition. Authority is not only derived from constitutional mechanisms, but also from informal avenues. This project will use Tbilisi’s municipal bodies following 1998 as a case study in order to examine the specific character of this phenomenon.
