Democratic Political Culture
The South Caucasus regional office of the Heinrich Böll Foundation started a series of public debates in February 2004 in Tbilisi. The following aspects of democratic reforms and modernization in Georgia are discussed during the public debates:
- Modernization of the state institutions
- Ethno-political conflicts
- Georgian Society: stereotypes and taboos
- City and Citizens.
The meetings aim to motivate public discussions about the establishment of a constitutional state and civil society and the promotion of the public debates culture.
The debates are regularly carried out twice a month, on Wednesdays at 5:00 or 6:00 p.m. at the office of the Heinrich Böll Foundation in Tbilisi, in Georgian language.
Announcements of the events are also posted in some public places (see list) as well as sent by e-mail.
For those, who could not attend and participate in our debates at the office, Foundation posts articles in Georgian and short summaries in English on the web-site. Besides, every Friday following the debates at 5:00 pm you can listen to the radio version of discussion on FM 107.4 Radio Green Wave.

Gender agenda for the equal involvement of men and women

“Gender agenda for the equal involvement of men and women” was the topic that was selected for the discussion held on 28 March 2013 at the Heinrich Boell Foundation’s office. The participants of the discussion were: Guguli Maghradze, member of the Gender Equality Council of the Parliament of Georgia, Tamar Gurchiani, a lawyer, Tamar Bagratia, expert on gender issues, and Tamar Sabedashvili, advisor on gender issues at the United Nations Organization.

The speakers of the discussion spoke about the following issues: whether the employer has a hostile attitude towards the employee, what changes are being made to the Labor Code adopted in 2006 and why; different opinions and approaches as to whether the Labor Code is discriminatory and if it can be viewed as a commodity; historicallyestablished labor relationships between the employer and the employee; the Labor Code resulting from long lasting social conflict and how to solve this issue; labor rights and social dialogue; workers’ movement practices; the essence of a strike and its meaning; and the role of trade unions in the protection of labor rights.

In 2013, the Heinrich Boell Foundation resumed its discussion cycle with the topic “The Geneva Process and Peaceful Transformation of Conflicts: A New Political Reality”. What is the new political reality, and what does peaceful transformation imply? What are the most important problems of the Geneva process? Why are the Geneva talks important for the Georgian party and other participants? The participants’ topics of discussion included long-term perspectives, new approaches, the views of the previous and present governments and the steps taken towards conflict resolution, parallels to the Cold War, gridlock, and looking for the ways out of the given reality.

This is a rhetorical question, since as moderator Irakli Absandze noted at the beginning, it is difficult to talk about a project that has no proposal or realistic budget. - The first speaker of the event was Mkrtich Minasyan, MP representing the ruling Republican Party. Mr. Minasyan began his presentation by listing the three most important elections held in the period from May 2012 to May 2013: Parliamentary Elections on 6 May, 2012; Presidential Elections on 18 February, 2013 and Yerevan Municipality Elections on 5 May, 2013. Politics and Religion: the Tendency of Desecularization

Desecularization is not happening in Georgia due to a simple reason: it has never been a secular state. This point served as the key message from the discussion held at the Heinrich Boell Foundation Office on the topic “Politics and Religion: Desecularization Tendency”. The idea for the discussion occurred after the Christian-Democratic Party’s initiative for constitutional amendment. Since then, many interesting statements have been made in this regard, which naturally caused doubts of a strengthened desecularization processes.
Discrediting the idea: What Liberalism Means in Georgia
- The public discussion on liberalism and liberal values held at the Heinrich Boell Foundation on 30 May 2012 focused on society’s attitudes towards these values and its readiness or reluctance to accept them. Discrimination as a Grave Circumstance of a Crime: Amendments in the Criminal Code of Georgia
- On 27 March 2012, the Georgian Parliament adopted amendments to the Criminal Code by the third hearing, according to which intolerance as a motive was considered as an aggravating circumstance for every crime. The article was defined as follows: “Racial, color, language, gender, sexual orientation, gender identity, age, religion, political and other views, disability, citizenship, national, ethnic and social origin, property and other status, place of residence or other biased motives will be considered as aggravated circumstances”. The reaction of the Georgian public to the adoption of "The Rule of Registration of Religious Organizations as Legal Entities of Public Law”, endorsed in July 2011 by the Georgian Parliament, was not homogenous. What positive or negative results could bring the ratification of the new legislation, does its adoption carry any potential threats for the society, what are the threats foreseen by the Georgian Patriarchate with the adoption of the new legislation, how the state had to negotiate the issue with the Patriarchate of the Georgian Orthodox Church, why the public reacted so sharply to the new legislation – these were the questions raised by the participants of the HBF discussion on the topic of “Registration of Religious Organizations as Legal Entities of Public Law.”
Homophobia: Are attitudes towards minorities changing in Georgia?

Public discourse on the issue of IDP integration in characterized by various attitudes – IDPs themselves often consider integration as a factor hindering return to their homes and are less likely to view this process as a positive change either for them or for a wider societal life. For that reason, there exists diversity of approaches while defining the term “integration.”

Public Debate in Baku
Gender as an Issue of Academic Discourse in Azerbaijan
On 27 September 2011, the Heinrich Boell Foundation South Caucasus Regional Office organized the public debate in Baku. The topic of the discussion was: “Gender as an issue of academic discourse in Azerbaijan”. This was already a second public discussion organized by the HBF in Baku in 2011. As a rule, HBF discussions raise critical issues and actual problems facing the Azerbaijani society.

Coming to Terms with Georgia’s Soviet Past
The debate hosted by the HBF on the issue of rethinking the Soviet past and the Stalinism era attracted unprecedented public interest. The debate was attended by more than 150 persons. All participants of the discussion unequivocally noted that the Georgian society became ready to discuss this issue. Participants asked a lot of questions concerning the phenomenon of Stalinism, removal of the Stalin statue from the center of Gori, prohibition of Soviet symbolic in Georgia, the process of lustration and experience of Baltic and Eastern European countries concerning de-sovietization. A question was asked on how the Georgian society in today’s Georgia is still influenced by the Soviet system and Stalinism.
Domestic Violence - Myth and Reality
- What is domestic violence? What are the reasons behind violence against a woman in the family, and what forms of violence can be distinguished? Does society understand what violence in the family or outside it is? Is a victim able to prevent violence right from the beginning? Could a woman be a provocateur of violence? - Jury trials, a method of trying court cases that involves engagement of a non-professional jury, are standard practice in many countries around the world. Just recently, this institution was introduced in Georgia.
Introducing jury trials is a part of recent legal reforms in Georgia. The objective is to establish a criminal law system based on the adversarial trial principle.

The issue of the integration of internally displaced persons (IDPs) into local communities is still problematic for our country. The lack of integration is the issue not only for an older generation of IDPs from Abkhazia and South Ossetia, but also for those born in displacement. New generations of IDPs also suffer from this problem. Non-governmental organizations, governmental agencies and donors are trying to support and encourage integration, but the problem persists.

- Contemporary Azerbaijan is a largely oil based economy, which has been able to benefit from continual high world oil prices over the past years. Despite the double digit growth rates, which the country was able to maintain until recently, the development of human capital and with it the advance of science and research remains in a backward stage. One alleged contributing factor may be a general undervaluation of the contributions of autochthonous science, education, and independent research for the further development of contemporary society and a subsequent shortage of public financing accorded to this sector. Development of Tourism and Environmental Perspectives
- October 27, 2009 - Tourist season is over. Data from the Tourism Department of the Adjarian Autonomous Republic show that 400,000 tourists visited Adjara during the 2009 season, the highest number in recent years. The regional government has declared developing tourism one of its prime priorities. The renewal of the seaside boulevard in Batumi, new five-star hotels and a project to restore much of “old Batumi” all demonstrate the government’s desire to develop tourism infrastructure in Batumi. On the other hand, the quality of the waters of the Black Sea, the Batumi oil terminal and Batumi’s seaport raise questions about current and future environmental problems in the region. more»
