Hovhannes is an independent consultant with considerable experience in public policy and governance. He has over 20 years of experience in policy analysis and governance with a concentration in strategic planning and public finance.

Hovhannes was in public service with the Government of Armenia for nine years. Since 2014, he has advised international organizations, governments, and nonprofits as an independent consultant.

He holds a Master's Degree in Public Administration from Harvard University, Finance Diploma from ASUE (Armenia), and also studied in the Public Policy Masters program at Georgia State University (USA). He has advanced skills in Policy Analysis, Strategic Planning, Governance Reforms, Financial Management, Financial Modeling, Management Accounting, Financial Accounting, and International Relations.
