Samvel Meliksetyan is a political scientist and an expert at the Armenian Council. He graduated from Southern Federal University (Rostov-on-Don, Russia) with a degree in Political Science in 2013. In 2015, he completed a Master's programme in Genocide Studies at Yerevan State University.

From 2014 to 2020, he was an editor at the Hamatext online magazine (co-edited with Karen Agekyan). He has worked as a translator and editor on numerous books and publications on Armenian history, including those of the Research on Armenian Architecture (RAA) Foundation. He is the author of numerous articles on the political history of the Caucasus, demographic processes, the delimitation of the Armenian–Azerbaijani border, and demographic developments during the period of the Russian Empire. He is also hosts Russian-language political interview programs on Factor TV.

His research interests include the delimitation and demarcation of the Armenian–Azerbaijani border, regional connectivity, the demographic history of the region, the Armenian national movement of the late 19th–early 20th centuries, and the policy of the Russian Empire in the South Caucasus.
